Under a new bill signed into law last week in New York State, drivers will have the right to choose their own preferred car rental company when insurance pays because their own vehicle is out of commission. Auto insurers  will now be forbidden from requiring consumers to use a specific vehicle rental company when obtaining substitute transportation coverage under their policies.

In the past, an insurance company was allowed to require use of a particular company of their choosing when footing the bill for a substitute car. Now they must allow drivers to make that choice, and they must also inform consumers of their right to choose a vehicle rental company, according to the new law which takes effect in 90 days.

Since insurance may not cover the entire cost of a substitute vehicle, drivers can now choose the car rental company that is most convenient and economical for their individual needs.

Most of the time when you rent a car, you’re offered the opportunity to add on collision or loss damage waivers in case the vehicle is damaged while in your possession. Are they worth the extra cost?

That depends on several factors. In most cases when you rent a vehicle you will be the one who is liable for loss or damage to it, even if someone else is at fault. So it is really important to have some sort of coverage. If there isn’t any other applicable coverage, then the damage waivers offered by the car rental company will do the job, at a decent price.

On the other hand, if you already have car insurance for your own vehicle, it’s likely that whatever coverage is in force for it will apply to the rental vehicle as well. A lot of credit cards offer car insurance benefits when you use them to rent a vehicle. You’ll have to check the fine print of your credit card agreement or information on the issuer’s website to see what’s available, but there’s usually no sense in having coverage from several different sources, since they all likely pay “in excess” of other coverage.

Electric car rentals are coming. Enterprise Rent-A-Car announced last week that they will be offering Nissan Leaf all-electric cars beginning as early as January of 2011. The all-electric cars with a range of about 100 miles between charging will be available initially at dealerships in Seattle, Portland, Los Angeles, San Diego, Phoenix, Tucson, Nashville and Knoxville, with about 500 Leafs being added to the fleet for starters.

“Leaf” stands for “Leading Environmental Affordable Family” car.

They’re also adding electric vehicle charging stations to a few dozen locations around the country. The  Leaf electrics charge more quickly from a charging station than they do from a standard electrical outlet – about 8 hours as compared to twenty.

Enterprise joins Hertz as the second large car rental firm to announce the addition of all-electrics to their fleet. It is expected that other rental car companies will follow suit.

But what about right now? While you’re waiting for the all-electric vehicles to show up, Enterprise currently offers hybrid cars, such as the Toyota Prius. Though they’re not “zero emission” vehicles, they do provide better fuel efficiency than the non-hybrids, at 51 mpg in the city and 48 on the highway.
